CRIME WATCH MEETING
MINUTES FOR AUGUST 25, 2005


ATTENDANCE: Officer Mike E. Weigand, Officer Mike C. Weigand, Kim Weigand, Myron Bird, Bud Huber, Bob Zangueneh, Alex Johnston, Charlene Johnston, M. Candela and two other guests that names could not be deciphered.

The meeting was called to order at 7:33 P.M. by Myron.

Minutes were read by Myron Bird. Motion to accept minutes made by Bob and seconded by Bud. Motion passed.

Bob explained that 2 new couples were present and asked Officer Mike E. Weigand to explain the concept of Crime Watch.
Officer Weigand proceeded to explain the history and concept of the Crime Watch program and introduced the members present.
Myron requested that the new people please introduce themselves.

POLICE REPORT: Officer Mike C. Weigand reported there were 133 calls for the month of July. 1 call to Bermudian Springs School, 7 calls in Lake Meade, 46 calls in York Springs and 79 calls in Latimore Township.
Officer Mike C. Weigand discussed a shots fired call in York Springs that occurred in the recent past and the outcome of the preliminary hearing.
Officer Mike E. Weigand explained that they like to communicate information when a major incident occurs.
Bob stated that crime is down in the Lake this summer, probably due to police visibility, and that the perps of the past have served community service.
Officer Mike C. Weigand explained they are all on probation which may explain why crime is down.

LAKE MEADE CONCERNS: Myron stated that there would be two items started in the Lake. First is the Latimore Township curfew was endorsed by the Lake Meade Board. It is a mirror copy of the Reading Township curfew of 11:00 PM to 5:00AM. If any minors are seen during this time the residents are asked to call 9-1-1. The second item, Lake Meade Board approved to hire the police department for extra traffic enforcement only, meaning speeding, stop sign violations, etc. and a trial program will be run.
Officer Mike E. Weigand will let the chief know so he can meet up with them. He also explained that the advantage of the Police Department as opposed to Nelson, they just get fined. Police penalties are stiffer, higher fines, points, higher insurance costs and possible court costs. It was discussed that there are three problem roads, Lake Meade, Longview, Schoefield and Sedgwick. Two residents offered their driveways for the Police to sit in.
Bob brought up about a stop sign being placed on Schoefield being appealed and asked the residents to be the eyes and ears for the officers. One of the residents questioned reducing the number of warning letters for speeding that is now in place in the Lake. Myron will take that issue to the Safety committee. Officer Mike E. Weigand stated that there is an aggressive driving law now in place. Officer Mike E. Weigand asked to be enlightened on times of trucks speeding in the Lake. He was informed by residents present that mainly occurs between the times of 9:00 to 10:00AM and again from 2:00 to 3:00PM. The offenders named were buses, garbage trucks, DHL, K&M, UPS and motorcycles.

LATIMORE TOWNSHIP:
Bud Huber had polled neighbors and speeding problem doesn't stop. The stop sign at Latimore Valley and Quaker Church, no one stops at.

GOOD OF THE ORDER:
Officer Mike Weigand gave safety tips for school: waiting for buses, bus safety, weather, car pools. He also stated that childrens fears with people should be taken seriously, make sure children have 9-1-1 knowledge, especially latchkey children and then explained the 9-1-1 training van.

Resident questioned the possibility of street lights and the motorcycle helmet law. Myron explained that most residents are totally against street lights and the helmet law was repealed.

Officer Mike E. Weigand explained an e-mail that was circulating regarding a police officers son who passed away by using the product Dust Off which is a computer cleaner by inhaling it. Explained that this is an easy way for kids to get high.

Bob brought up the Good Samaritan Law and the Block Parent Program and the concern of law suits. Bob explained to those present that Officer Mike E. Weigand dropped off copies of the Good Samaritan Act and said the committee was okay with that but concerned about duplicating Block Parent signs.
Officer Weigand explained they would be looking and would notice a new one.
Myron questioned about other residents in the home and what would you do?
Bob said they were getting closer. And again urged the new residents about being the eyes and ears and that enforcement will be done but with caution for the residents.

The next meeting is scheduled for October 21st at York Springs Fire Hall at 7:30 PM.

Motion to adjourn the meeting was made by Bud and seconded by Bob. Motion passed.
