Regular Meeting
September 12, 2005


Chairman Daniel Worley called the meeting to order at 6:00 p.m. and led everyone present in the Pledge of Allegiance to the Flag.

Present: Chairman Daniel Worley, Vice-Chairman Larry Dost, Supervisor Elwood Myers, Engineer John Shambaugh and Secretary Valena Garlin.

APPROVAL OF MINUTES AND TREASURER'S REPORT
Chairman Dan Worley made a motion seconded by Supervisor Woody Myers to approve the minutes from the August 8, 2005 and the treasurer's report of August 31, 2005. Motion carried by unanimous vote.

ADAMS COUNTY OFFICE OF AGING
Steven Niebler from the Adams County Office of Aging was present. They are a private non-profit organization that provides programs and services for people 60 and older in Adams County. In 2004 - 2005 they provided services for 20 people in Latimore Township. These services included; adult day care, visiting nurses, home delivered meals, and transportation for senior residents. Last year they spent $31,416.49 for services provided in Latimore Township. Mr. Niebler stated the Adams County Office of Aging would appreciate any donations from the township or residents. The Office of Aging is funded primarily from the state lottery. Some funding is provided from federal, county and local governments, United Way of Adams County and from the people who use the services. Allocation is determined by need. Lower income people get preference for services over wealthy individuals.

COMMITTEE REPORTS
Chairman Dan Worley reported the road crew is working on tarring and chipping roads. Wilson paving will be coming to pave County Line Road.
Everything is going pretty well with the police.
John Shambaugh reported he investigated the complaint on Pondtown Road.

ENGINEERING REPORT
A letter was sent notifying the start of work on the Town Hill Road Bridge. Work can begin any time after September 21, 2005.

PLANNING COMMISSION
1. John Williams was present for the Charles Parnham 5 lot subdivision plan. Chairman Dan Worley made a motion seconded by Supervisor Larry Dost to accept the extension until December 13, 2005. Motion carried by unanimous vote.
2. Chairman Dan Worley made a motion seconded by Supervisor Woody Myers to send the planning module for the Richard E. Whisler subdivision plan to DEP. Motion carried by unanimous vote.
3. Chairman Dan Worley made a motion seconded by Supervisor Larry Dost to approve the Prosser Subdivision plan. Motion carried by unanimous vote.

SOLICITOR'S REPORT
None

OLD BUSINESS
1. Chairman Dan Worley made a motion seconded by Supervisor Woody Myers to award Cargill the salt bid at the rate of $50.48 per ton delivered. Motion carried by unanimous vote.

NEW BUSINESS
1. Chairman Dan Worley made a motion seconded by Supervisor Woody Myers to adopt Resolution 2005-003 to continue the franchise agreement from Adelphia to Comcast Corporation. Motion carried by unanimous vote.

2. Three quotes were received for part of the Town Hill Bridge. Dan Worley made a motion seconded by Woody Myers to approve the Richard E. Weidner quote for $8,540.00. Mr. Weidner will make the form and pour the abutment, make gabion baskets, and sand bag it. Motion carried by unanimous vote.

3. A letter and a statement of a certificate of deposit was received from David Group. Dan Worley made a motion seconded by Larry Dost to approve the Nadine Group request for the trailer. Motion carried by unanimous vote.

4. Chairman Dan Worley made a motion seconded by Supervisor Woody Myers to authorize Solicitor Ron Turo to draw up a curfew ordinance for Lake Mead. The ordinance will be only for Lake Mead and will be the same as the Reading Township Curfew. Motion carried by unanimous vote.

BILLS LIST
Supervisor Larry Dost made a motion seconded by Supervisor Woody Myers to approve the bill list. Motion carried by unanimous vote.

PUBLIC COMMENT
Dan Showers stated the road is too high at his driveway. Cars are dragging. Supervisor Woody Myers stated the only thing they can do is to put down some cold patch. Supervisor Myers will talk to Roadmaster Brian Gayman.

Attorney Charles Shur was present to represent Everett Weiser and Terry Rickert. Everett Weiser has 2 subdivision plans and Terry Ricker has one land development plan. The plans have been sitting for some time. Attorney Shur would like to meet with the supervisors and the township solicitor to discuss the plans and zoning issues. The deadline for the plans is November 7, 2005.

Kay King wanted to know how wide Baltimore Road should be. Supervisor Woody Myers stated it is 20 feet.

Chairman Dan Worley made a motion seconded by Supervisor Larry Dost to adjourn. Meeting was adjourned at 6:47p.m.
