Regular Meeting
October 13, 2008
Present: Chairman Daniel Worley, Vice-Chairman Larry Dost, Solicitor Guy Beneventano, Engineer John Shambaugh, Secretary Valena Garlin and visitors listed on the attendance sheet. Supervisor Elwood “Woody” Myers was unable to attend.
Chairman Worley called the meeting to order at 6:07 p.m. and led everyone present in the Pledge of Allegiance to the Flag.
Chairman Worley made a motion 1) to approve the Minutes from
the September 24, 2008 meeting, 2) to approve the Treasurer's Report of September
30, 2008 and 3) to ratify all checks written during that timeframe. The
motion was seconded by Larry Dost and carried unanimously.
PUBLIC COMMENT in reference to agenda items only.
Gary Baker, 116 Two Church Road, requested how many full and part-time
hours, for the road crew, be included in the Road Report. Chairman Worley
indicated that the Board will consult the Solicitor for his advice.
John Williams asked if any action had been taken last month on the Leroy Deputy Planning Module. Chairman Worley deferred to Solicitor Beneventano who reviewed his recommendation to the Planning Board: since not all paperwork had been submitted in time, he had advised to hold everything to next month so that all necessary action could be taken care of at one time instead of piecemeal.
POLICE REPORT
Chief Michael Weigand reported on the period from September 23 – October 12,
2008. He noted there were 98 calls for service, 206 duty man-hours and
2,793 miles patrolled. There were 11 traffic citations issued which included
seven (7) speeding tickets and four (4) school zone violations. The Department
did not participate in any DUI Checkpoints during this period. In addition,
Chief Weigand noted that the overall totals reflect only a three-week timeframe
for this report.
The Safety Tip of the Month is another reminder that Halloween is coming soon. If residents are a victim of vandalism, please report any incidents to the police. Also, please be on heightened alert for children participating in Trick-or-Treat. Parents are encouraged to have children wear reflective clothing for increased visibility to motorists. Trick-or-Treat times are Saturday, October 25th, 6 – 8 p.m. for Lake Meade and a recommendation of Sunday afternoon, October 26th, 2 – 4 p.m. for the Township as a safety precaution since many roads are rural. Chairman Worley concurred on behalf of the Board with the afternoon time for the Township.
The 2000 Crown Victoria was sold this past Friday (October 10, 2008) at Wolfe’s Auction. Chief Weigand noted that all equipment had been removed prior to auction.
D.A.R.E. classes started October 1, 2008. Chief Weigand expressed appreciation for the assistance and support of Carroll Township Police which was needed to fulfill the obligation with Bermudian Springs. He then submitted a completed application for the Supervisors to approve his continued involvement in conducting the D.A.R.E. program; Bermudian Springs has already indicated their willingness to continue the program.
COMMITTEE REPORTS
Engineer's Report: Engineer John Shambaugh had no report.
Road Report: In Woody Myers’ absence, Dan reported that the Road Crew had been filling potholes, checking areas for cold patch, trimming brush around bridges and painting.
Park Report: Dan reported that six (6) loads of stone had been donated to the Township, which should be spread soon. Once that’s completed, the surface material will be ordered. After that, the playground should be ready for use.
SOLICITOR'S REPORT
Solicitor Guy Beneventano had no report.
PLANNING COMMISSION: subdivisions/modules/land developments
Loss-Stair Civil Engineering requested a 60-day extension on behalf of John and Cheryl Hinkle. Chairman Worley made a motion seconded by Vice-Chairman Dost to grant the extension. The motion carried unanimously.
OLD BUSINESS
Dan made a motion seconded by Larry to adopt the new Zoning Ordinance and Map with minor changes. Solicitor Beneventano interjected that it would be in order for Engineer John Shambaugh to comment on the minor changes made to the draft since the last Public Hearing, since another public hearing is not necessary. John made the following comments:
1. There are a few wording changes in definitions.
2. There are other minor wording changes.
3. The map needs to be finalized with regard to the closed portion of Plank Road which is no longer a township road; the map presented at the Public Meeting does not reflect the change.
The Solicitor then recommended that the Engineer’s
memorandum be made part of the Minutes and that the Supervisors’ signatures are
required on the back. Dan reiterated his motion to adopt the new Zoning
Ordinance and Map as revised. Larry seconded, and the motion carried by
unanimous vote.
NEW BUSINESS
BILLS LIST
Upon review, Larry made a motion, seconded by Dan, to accept the Bills List
as submitted. The motion carried unanimously.
PUBLIC COMMENT
Roco Deveta, A Latimore Township resident, requested direction in
naming the Park after Officer Mike Weigand, Jr. who was killed in the line of
duty while raising funds for the park.
Gary Baker, 116 Two Church Road, referenced a recent article in the Gettysburg Times where the Mayor indicated an ordinance requiring notice when any of the Supervisors are unable to attend a meeting; he wondered if that was going to be followed.
SUPERVISORS' COMMENTS
Chairman Worley made the following comments:
There will be no Executive Session following this meeting.
Dan made a motion to adjourn seconded by Larry. The motion carried unanimously
and the meeting was adjourned at 6:30 p.m.
The next regular meeting is Monday, November 10, 2008 at 6:00 p.m.
