Regular Meeting
October 10, 2005


Chairman Daniel Worley called the meeting to order at 6:00 p.m. and led everyone present in the Pledge of Allegiance to the Flag.

Present: Chairman Daniel Worley, Vice-Chairman Larry Dost, Supervisor Elwood Myers, Engineer John Shambaugh, Solicitor James Robinson, Police Commissioner Gary Baker and Secretary Valena Garlin.

APPROVAL OF MINUTES AND TREASURER'S REPORT
Chairman Dan Worley made a motion seconded by Supervisor Woody Myers to approve the minutes from the September 12, 2005 meeting, the September 27, 2005 special meeting and the treasurer's report of September 30, 2005. Motion carried by unanimous vote.

COMMITTEE REPORTS
Supervisor Woody Myers reported that County Line Road is complete except for the stones on the side of the road. The work on the bridge on Town Hill Road will begin shortly.

Police Commissioner Gary Baker reported that things are going well.

The Park Board report is on file for anyone that wants to read it.

ENGINEERING REPORT
none

PLANNING COMMISSION
Richard Whisler Subdivision - John Williams was present. He stated DEP claims they did not receive the check for the module review. Everything else is in order for the plan. Dan Worley made a motion seconded by Larry Dost to approve the Richard Whisler subdivision plan subject to the receipt of the letter from DEP. Motion carried by unanimous vote.
Everett Weiser Plan 1 and Plan 2 - Attorney Charles Shur was present for Everett Weiser and Terry Rickert. None of the buildings were put in the Ag area. Attorney Shur stated the plans are clean. There are no issues other than the zoning issue. Chairman Dan Worley stated it is the pending ordinance they are using. Attorney Shur stated it is their position that the plan was filed prior to the pending ordinance. Chairman Dan Worley stated he talked to Terry Rickert at the last meeting. Supervisor Larry Dost met with Attorney Shur and Terry Rickert. The issue the township has is the entire corridor. The county comments indicated maintaining a buffer zoning between Dillsburg and Gettysburg. Chairman Dan Worley made a motion seconded by Supervisor Larry Dost to deny Everett Weiser Plan 1 and Plan 2 since they do not comply with the pending ordinance. Motion carried by unanimous vote.
Terry Rickert & Robert Junkins Subdivision - Chairman Dan Worley made a motion seconded by Supervisor Larry Dost to deny the Rickert and Junkins Subdivision plan. Attorney Shur asked to see a copy of the ordinance they are using to deny the plan. Attorney Shur was shown a copy of the pending ordinance. Motion carried by unanimous vote.

NEW BUSINESS
Dan Worley made a motion seconded by Larry Dost to have a special meeting at 6:00 p.m. on November 10, 2005 to discuss the budget. If this date does not work for Roxanne, the date will be November 14, 2005 at 4:00 p.m. The budget must be available for 20 days for the public to inspect. This must be advertised. The supervisors can adopt the budget after this time. Motion carried by unanimous vote.

Larry Dost made a motion seconded by Woody Myers to approve Smith, Elliot and Kearns to do the 2005 audit. Motion carried by unanimous vote.

The solicitor wrote the Lake Meade Curfew Ordinance. The ordinance must be advertised 7 - 60 days prior to the supervisors acting on it. Dan Worley made a motion seconded by Larry Dost to advertise the ordinance.

Supervisor Larry Dost made a motion seconded by Woody Myers to approve the bills list. Motion carried by unanimous vote.

PUBLIC COMMENT
Holly Fletcher from the Gettysburg Times asked the ages of the children and times for the curfew at Lake Meade. The curfew is from 11:00 p.m. - 5:00 a.m. for children under the age of 18.

Chairman Worley commended Woody and the road crew for the good work.

The next meeting will be November 14, 2005.

Dan Worley made a motion seconded by Woody Myers to adjourn. Meeting was adjourned at 6:50 p.m.
