Regular Meeting
November 10, 2008
Present: Chairman Daniel Worley, Vice-Chairman Larry Dost, Supervisor Woody Myers, Solicitor Guy Beneventano, Engineer John Shambaugh, Secretary Valena Garlin and visitors listed on the attendance sheet.
Chairman Worley called the meeting to order at 6:00 p.m. and led everyone present in the Pledge of Allegiance to the Flag.
Chairman Worley made a motion 1) to approve the Minutes from
the October 13, 2008 meeting, 2) to approve the Treasurer's Report of October
31, 2008 and 3) to ratify all checks written during that timeframe. The
motion was seconded by Larry Dost and carried unanimously.
PUBLIC COMMENT in reference to agenda items only.
There was none.
POLICE REPORT
Chief Michael Weigand reported on the period from October 13 – November 11,
2008. He noted there were 130 calls for service, bringing the total for
the year to 1,503. Also, there were 287 duty man-hours logged and 3,727 miles
patrolled. There were 35 traffic citations issued, seven (7) warnings and no
non-traffic citations. The Department participated in one (1) DUI Checkpoint Enforcement.
The Safety Tip of the Month is to be on general heightened alert during the Holiday Season, particularly for DUI operators. Also, keep credit cards and cash safely on your person; report stolen card(s) immediately to the Police and credit card company.
The next Crime Watch Meeting is scheduled for Thursday, November 19, 2008, at 7:00 p.m. in the Township Building.
Chief Weigand then made a recommendation to hire John Schreiner as a new part-time officer and supported the recommendation with an accounting of Mr. Schreiner’s qualifications and experience. Chairman Worley made a motion, seconded by Woody Myers. All agreed and the motion carried.
Chief Weigand expressed thanks on behalf of the Department to the Board of Supervisors for allowing them to apply for grant money from the PA Department of Community and Economic Development (DCED) in November 2007. The new vehicle purchased, a 2008 unmarked white Dodge Charger, is available for inspection after the meeting for those interested. It was serviced last week, is scheduled for detailing next week, and much of the equipment from the old car was transferred at a cost-savings to the Township.
A Township resident had noticed the old wooden stock on the patrol rifle and donated $1,000 to have it upgraded. Chief Weigand noted that he has qualified using the upgraded rifle and expressed appreciation to the resident (unnamed).
The Crime Watch Committee has initiated Adopt-a-Cop Phase II. The goal for this phase is to raise enough money to purchase two (2) video cameras, one (1) for each patrol car.
Chairman Worley then called up the rest of the Weigand family in order to make a special presentation honoring the life and dedicated service of Officer Mike Weigand, Jr. who was killed in the line of duty September 14, 2008. Dan made a motion, seconded by Larry, to retire the badge and call sign (#42-5) of Officer Weigand. All agreed and the motion carried unanimously, and Dan presented the badge to the family.
In addition, a packet dated October 31, 2008 had been received from the American Police Hall of Fame for Mandy, Mike Jr.’s wife, containing a letter of condolence and commendation, a plaque which Dan read aloud and which noted that Mike’s name has been etched in the Police Hall of Fame, the Police Medal of Honor, and a flag. Woody Myers also made a presentation of two (2) medals.
COMMITTEE REPORTS
Engineer's Report: Engineer John Shambaugh had no report.
Road Report: Woody reported that the Road Crew had trimmed brush, fixed equipment, worked on the septic tank, painted the flag pole, assisted with traffic control on Route 15, worked on drainage in the park, removed trees and branches from the roads, and performed road checks.
Park Report: Woody reported that the stone is all laid and some grading has to be done, after which the tan bark can be spread and the equipment will be ready for use.
SOLICITOR'S REPORT
Solicitor Guy Beneventano reported that the new Right to Know Law takes
effect January 1, 2009. He anticipates the new Right to Know Policy will be
before the Board for consideration at the December meeting and also made note
that tonight’s meeting’s New Business requires the Board to designate a Right
to Know Officer.

NEW BUSINESS
BILLS LIST
Upon review, Larry made a motion, seconded by Woody, to accept the Bills
List as submitted. The motion carried unanimously.
PUBLIC COMMENT
Gary Baker, 116 Two Church Road, asked if the hours of the Open Records
Officer will be posted since it’s a part-time position.
Mr. Baker also commented that he has yet to receive an answer to his question last month concerning the hours of the Road Crew.
SUPERVISORS' COMMENTS
Chairman Worley reiterated the policy requiring written requests for specific
information so there is a record. Once received, the information will be ready
within five (5) days.
Dan then expressed continuing thanks, appreciation, well wishes and friendship to the Weigand family.
Larry and Woody had no further comment.
There will be an Executive Session following this meeting.
Dan made a motion to adjourn seconded by Woody. The motion carried unanimously
and the meeting was adjourned at 6:40 p.m.
The next regular meeting is Monday, December 8, 2008 at 6:00 p.m.
