Regular Meeting
May 9, 2005


Chairman Daniel Worley called meeting to order and led everyone present in the Pledge of Allegiance to the Flag.

Present: Chairman Daniel Worley, Vice-Chairman Larry Dost and Supervisor Elwood Myers

APPROVAL OF MINUTES AND TREASURER'S REPORT
Chairman Worley made a motion to approve the minutes from the April 11, 2005 meeting and the treasurer's report of April 30, 2005. Supervisor Myers seconded the motion. Motion approved.

COMMITTEE REPORTS
1. Road Report - Chairman Worley reported the road crew is working on cold patching, side ditching, digging our road soft spots, filling in cracks on Old 15, grading, laying out County Line Road for widening and doing side gutters on Latimore Creek Road.
2. Park Board minutes on file in office.
3. Police - Gary Baker reported things are running smoothly.
ENGINEER REPORT - none

PLANNING COMMISSION - none
SOLICITOR REPORT - none

OLD BUSINESS
1. Award stone and oil bids - Chairman Worley made a motion to award Global Stone the bid for PennDOT 2A and R-4 rock; York Building award all the other stone and Wilson Paving the oil bid. He reported this was also the recommendation of the road master. Vice-Chairman Dost seconded the motion. Motion carried.

NEW BUSINESS
1. Advertise for oil and chip and paving bids - Chairman Worley made a motion to advertise for bids for oil and chip of Old US 15, Two Churches, Baltimore Road, Latimore Creek Road and Town Hill from York Springs to Hilltop and paving of County Line Road. Supervisor Myers seconded the motion. Motion carried.
2. Motion to authorize advertising of Ordinance 2005-001 to adopt the Intermunicipal Agreement for the Joint Appeals Board - Chairman Worley pointed out this was approved, but Adams County requires an Ordinance. Chairman Worley made a motion to advertise Ordinance 2005-001. Vice-Chairman Dost seconded the motion. Motion approved.
3. Fire Company and Ambulance agreements - Chairman Worley made a motion to sign the agreements with the fire companies and ambulance companies and give them their yearly donation of $10,500.00 for fire companies and $1000.00 for ambulance companies. Vice-Chairman Dost seconded the motion. Motion approved.

BILLS LIST
Supervisor Myers made a motion to approve the bills list as submitted. Vice-Chairman Dost seconded the motion. Motion approved.

PUBLIC COMMENT
John Williams wanted to know what part of County Line Road would be paved and Chairman Worley stated from Wright Road to Braggtown.
He also wanted to know about the zoning appeal. Chairman Worley reported the appeal is now at the next level. He also reported that the ordinance was deemed 98% good and the question is on the posting at Lake Meade. John reported he has a subdivision he needs to do and wondered which ordinance to use. Vice-Chairman Dost stated he should be going by the new one.

Jason Williams wanted to know when was the appeal filed and Vice-Chairman Dost stated that it was filed within the time frame. Chairman Worley also informed those present that PSATS is now involved and provides attorney fees for cases that may impact the State.

Kay King wanted to know what is going to be done on Wright Road. She stated the water is still laying on the road and big rocks can be seen. She stated they can't plow the field because of the condition on that road. Chairman Worley stated Brian needs to take a look at the road and also get the Adams County Conservation District involved to help come up with a solution. Mrs. King wanted informed when the Conservation District would be out to look at the road.

ADJOURNMENT
Vice-Chairman Dost made a motion to adjourn. Chairman Worley seconded the motion. Motion carried. Meeting adjourned.
