Regular Meeting

March 9, 2009

 

Present:  Chairman Daniel Worley, Supervisor Woody Myers, Secretary Valena Garlin, Solicitor Guy Beneventano, Township Engineer John Shambaugh and visitors listed on the attendance sheet.  Vice-Chairman Larry Dost was unable to attend.

 

Chairman Worley called the meeting to order at 6:00 p.m. and led everyone present in the Pledge of Allegiance to the Flag.

 

Chairman Worley made a motion 1) to approve the Minutes from the February 9, 2009 meeting, 2) to approve the Treasurer's Report of February 28, 2009 and 3) to ratify all checks written during that timeframe.  The motion was seconded by Woody and carried unanimously.


PUBLIC COMMENT in reference to agenda items only.
Gary Baker
, 116 Two Churches Road, East Berlin, commented that he hadn’t seen an ad in the newspaper for the oil and stone bids.  Chairman Worley confirmed with Secretary Valena Garlin that the advertisement had been properly placed and noted that bids would not have been received had it not.


POLICE REPORT
Chief Michael Weigand submitted his report for the period February 8, 2009 – March 8, 2009.  There were 144 calls for service, 299.5 duty man-hours logged and 3,187 miles patrolled.  There were 46 traffic citations issued, 19 warnings and nine (9) non-traffic citations.

 

The next Crime Watch Meeting is Thursday, March 26, 2009 at 7:00 p.m. at the Township Building.

 

The Safety Tip of the Month is to be alert for people walking along the roads and for children playing and riding bicycles as the weather gets warmer.  Be sure to report any incidents and also dial 911 for assistance, if necessary.

 

In additional activity, Police Department involvement includes:

  1. An invitation to participate in a Community Drug Task Force Program being coordinated and sponsored by school districts in Adams and York Counties.
  2. A meeting tomorrow (Tuesday, March 10, 2009) at Bermudian Springs with other area police departments about combating the issues of drug use.

 

Chief Weigand concluded his report with information about Health and Safety Day for Kids sponsored by Gettysburg Hospital.  The event is planned for May 3, 2009, 1:00-4:00 P.M. at the All-Star Events Complex.  Residents are encouraged to attend and bring their children and grandchildren.

 

Dan commended the Department and also noted an unsolicited positive comment by a resident made during the course of conversation.

 

COMMITTEE REPORTS
Engineer's Report:
  Engineer John Shambaugh had no report.

Road Report:  Woody reported that the Road Crew had cindered roads, cleaned equipment, put salt away, filled potholes, did some sign work, cleaned trees off the roadway, started to spread stones on dirt roads, installed three (3) culverts, and greased the cinder spreader, backhoe and road jack.

Park Report:  Woody reported that plans are in place to put the covering down this month (March) weather permitting.  Of the three (3) bids received for playground covering, the lowest was 300 cubic yards at $14.50/yard.  In addition, two (2) signs designating age groups for the playground will be installed as well as a sign for the grant received.

 

SOLICITOR'S REPORT
Solicitor Guy Beneventano had no specific report.  He requested Executive Session following the Regular Meeting to discuss litigation matters and for the Board to obtain advice of Counsel on several pending matters.

 

PLANNING COMMISSION:  subdivisions/modules/land developments.

No business.

 

OLD BUSINESS

Two (2) oil bids were received, opened and are available for inspection and review at the Township Building.  Dan made a motion, seconded by Woody, to award the oil contract to Hammaker who submitted the lowest bid.  The motion carried unanimously.

 

Four (4) stone bids were received, opened and are available for inspection and review at the Township Building.  Because all four bids are from new companies, the decision was made to hold off awarding the contract until samples are received, reviewed and compared.

 

NEW BUSINESS

Dan made a motion to appoint Gary Morrow as Alternate SEO in place of Edward Ellinger.  Woody seconded.  All agreed and the motion carried.

 

BILLS LIST
Upon review, Woody made a motion, seconded by Dan, to accept the Bills List as submitted.  The motion carried unanimously.

There was none.

 

SUPERVISORS' COMMENTS
Chairman Worley noted that the Township has set an aggressive schedule for the roads made possible during these challenging economic times only by careful planning and saving.

 

Dan also mentioned a Well Water/Septic System Workshop being held April 22, 2009 at the Kenny Natural Resource Center.  An informational flyer is on the bulletin board.

 

Woody mentioned that the bridge on Braggtown Road and the bridge in East Berlin are to be replaced.  Detour information is forthcoming.

 

There will be an Executive Session following this meeting.

Dan made a motion to adjourn seconded by Woody.  The motion carried unanimously and the meeting was adjourned at 6:30 P.M.
