Regular Meeting
July 11, 2005
Chairman Daniel Worley called the meeting to order at 6:00 p.m. and led everyone present in the Pledge of Allegiance to the Flag.
Present: Chairman Daniel Worley, Vice-Chairman Larry Dost, Supervisor Elwood Myers, and Secretary Valena Garlin.
APPROVAL OF MINUTES AND TREASURER'S REPORT
Chairman Dan Worley made a motion to approve the minutes from the June 13, 2005 meeting and the June 17th and 28th special meetings and also approve the treasurer's report. Supervisor Woody Myers seconded the motion. Motion carried.
AWARD BID TO PAVE COUNTY LINE ROAD
Chairman Dan Worley made a motion to approve the one bid that was received from Wilson Paving for $38,865.00. Supervisor Larry Dost seconded the motion. Motion carried by unanimous vote.
COMMITTEE REPORTS
Chairman Dan Worley reported Gary Baker said everything is going smoothly as far as the police department is concerned.
Supervisor Woody Myers reported the road crew cracked and sealed old Route 15. They also replaced two drain pipes on Baltimore Road. Two flashing light signs for flood water were stolen from Mill Road. It has been reported to the police. He hopes the signs will be brought back. The road crew are mowing and working on Mill Road again. With all the rain, there was a lot of work that had to be done to the roads. Supervisor Woody Myers thanked Supervisor Dan Worley for working on his own time to help put signs back up. Brian and Dave worked until 8:30 Friday night to get the roads straightened out.
ENGINEERING REPORT
None
PLANNING COMMISSION
Subdivision for Harry & Loylanda Howe - Chairman Dan Worley made a motion seconded by Supervisor Woody Myers to approve the plan. Motion carried by unanimous vote.
Subdivision for Lester E. Kyzer - The module has been approved. Surveyor Lyons stated this property was subdivided into two equal parcels since one parcel contained two houses. Supervisor Dan Worley made a motion seconded by Supervisor Larry Dost to approve the Lester E. Kyzer subdivision plan. Motion carried by unanimous vote. The mylar needs to be signed by John Lerew from the planning commission.
Subdivision for Teresa M. Parnham Planning Module for DEP - Chairman Dan Worley made a motion seconded by Supervisor Woody Myers to send the module to DEP. Motion carried by unanimous vote.
SOLICITOR'S REPORT
None
NEW BUSINESS
Chairman Dan Worley made a motion seconded by Supervisor Woody Myers to advertise for the salt bids. Motion carried by unanimous vote.
BILLS LIST
Chairman Dan Worley made a motion seconded by Vice-Chairman Larry Dost to pay the bills. Motion carried by unanimous vote.
PUBLIC COMMENT
Nadine Group was present. Chairman Worley stated Engineer John Shambaugh said the ordinance requires a concrete slab for the trailer. Nadine Group's daughter said they were told a bond for $1,000.00 is also needed. Chairman Worley confirmed this is correct. Nadine Group was told to contact John Shambaugh who was not present at the meeting and to get the information in writing.
Kay King was present and had a question regarding the Wright Road culvert and pipe. Chairman Dan Worley said they would dig to see if the water is flowing. The road crew does not have time right now but it should occur before the end of this year. Ms. King also wanted to know about the stones that were washed out.
Everett Weiser asked if the tile on Baltimore Road has been checked. Supervisor Woody Myers stated there has been a tremendous amount of rain and there have been temporary flooding conditions but the tile is working. Burms will be put on Mill Road.
Larry Kraft stated the race car business should be shut down at the corner of Braggtown and Pondtown Roads. He also said a puppy mill is out on Pondtown Road. The supervisors asked Mr. Kraft to fill out a complaint form. Mr. Kraft refused to fill out a form.
Jason Williams wanted to know about Plank Road. Chairman Worley stated it is under appeal and he should contact Mr. Davis and the two attorneys can discuss it. No meeting was held for the appeal.
Chairman Dan Worley made a motion seconded by Larry Dost to adjourn. Meeting was adjourned at 6:40 p.m.
