Reorganization and Regular Meeting
January 3, 2005
Supervisor Daniel Worley called meeting to order and led everyone present in the Pledge of Allegiance to the Flag.
Election of Temporary Chairman: Supervisor Larry Dost made a motion to appoint Supervisor Worley as temporary chairman.
Election of Temporary Secretary: Supervisor Woody Myers made a motion to appoint Valena Garlin temporary secretary.
Motions approved.
ELECTION OF OFFICERS
a. Chairman - Supervisor Myers made a motion to appoint Supervisor Daniel Worley as chairman of the Board of Supervisors. Supervisor Dost seconded the motion. Motion approved.
b. Vice-Chairman - Chairman Worley made a motion to appoint Supervisor Larry Dost as vice-chairman. Supervisor Myers seconded the motion. Motion approved.
APPOINTMENTS - Chairman Worley then read all the appointments and reported the salaries reflect a 3% raise:
a. Secretary - Valena Garlin $12.45/hr; Bond $20,000
b. Treasurer - Roxane Pace $12.99/hr; Bond $550,000
c. Alternate or part-time person to take over if Secretary or Treasurer is unavailable $12.99/hr
d. Township and Planning Commission Solicitor - Turo Law Offices, $100.00/hour
e. Zoning Hearing Board Solicitor - Guy Beneventano (Nauman, Smith, Shissler and Hall) - $100.00/hour
f. Outside Audit Firm - Smith, Elliott and Kearns & Co.
g. Working Supervisors - Woody Myers
h. Police Commissioner - Mike McHugh
i. Police Commission Members - Gary Baker and Daniel Worley, 1-year term
j. Roadmaster - Brian Gayman $15.45/hr.
k. Full-time Road Worker - William Miller $12.36/hr.

Chairman Worley made a motion to approve the appointments and the benefits listed in the Resolution 2004-003. Supervisor Myers seconded the motion. Motion approved.
Approval of Fee Schedule: Chairman Worley then read the following fee schedule:
a. Building Permit: Minimum $30.00
b. Zoning Permit - $30.00
c. Driveway Permit - $25 for single use
d. Zoning Board Hearing fee - $400.00
e. Subdivision fees: $150 per plan; $25 per lot; $60 per planning module review; $50 charge for meeting per plan; $300 per lot recreation fee; and charges for Township engineer review of plan and comments (based on engineer's rate per hour)
f. Comprehensive Plan Book - $20
g. Subdivision and Land Development Plan $20
h. Zoning Ordinance Book - $25 (old and amended ordinance)
i. Book of Ordinances $85 (8/13/01)
j. Request for copies - $.25/per copy
k. Zoning Map - $5
l. Fax copy per page - $.50
m. Disc copy - $1.00
Chairman Worley made a motion to approve the fee schedule. Vice-Chairman Dost seconded the motion. Motion approved.
Meeting Dates and times: Chairman Worley then read the meeting dates and times:
a. Board of Supervisors - 2nd Monday of each month, 6 PM
b. Park Board - 1st Wednesday of each month, 7 PM
c. Planning Commission - 4th Tuesday of each month, 8 PM
d. Police Commission - 1st Monday of each month, 7:30 PM
Vice-Chairman Dost stated the Zoning Hearing Board meets as needed should be added.
Approval of mileage allowance of $.34 per mile
Chairman Worley made a motion to approve the meeting dates and times with the addition of the Zoning Hearing Board and the mileage rate; Supervisor Myers seconded the motion. Motion approved.
PUBLIC COMMENT (On Reorganization Meeting agenda only)
John Williams wanted to know who the alternate person is and why her name is not listed. Chairman Worley stated we now use Pat Sangialosi, but if she decides to leave, then we have to find another person.
Jason Williams wanted to know who the name of the depositor. Chairman Worley report the depositor is PLGIT.
End of Reorganization Meeting, Continue with Regular Meeting
APPROVAL OF MINUTES AND TREASURER'S REPORT
Chairman Worley made a motion to approve the minutes from the December 13, 2004 meeting and the Treasurer's report of December 31, 2004. Vice-Chairman Dost seconded the motion. Motion approved.
COMMITTEE REPORTS
1. Police Report - Gary Baker reported things are running smooth. He stated he is still looking for more donations for the DARE program.
2. Park Board - Supervisor Myers stated they meet Jan. 5.
3. Road report - Chairman Worley reported the crew has been patching Old 15 in prep for surface treatment, putting up new post and reflectors for snow plowing markers, fixing potholes, put new blade on snowplow and readying equipment for winter.

BILLS LIST
Supervisor Myers made a motion to approve the bills listing. Vice-Chairman Dost seconded the motion. Motion approved.
PUBLIC COMMENT
John Williams reported there is a huge hole on Ridge Road at his place that needs some major repair.
Everett Weiser reported the tiles on Bushey School, Ridge and Bonners Hill roads need to be kept clear of debris so the water can flow through.
SUPERVISOR'S COMMENTS
Vice-Chairman Dost stated it was a great year and Chairman Worley reported the township came in under budget.
Ken Buohl then asked to make some comments. He wanted to know why the alternate was at a higher rate of pay then the secretary and why isn't she bonded. Both Chairman Worley and Vice-Chairman Dost reported she has a lot experience in both areas and that is why the higher rate of pay. Chairman Worley reported they would check on the bonding.
Ken wanted to know why the names are not listed on the agenda. Chairman Worley stated that we read all the names at the beginning of the meeting and a list is available for the public.
He also wanted to know why the supervisors are not passing the $52 OPT. Vice-Chairman Dost stated that it is just another tax on the people who work in the township and we don't need it.
Ken also asked what the township was going to do to push the school board to approve the Homestead Act. It was reported that the residents have to go to the school board meetings and voice their opinions.
He also wanted to know if the police commissioner changed and how long can he serve. Chairman Worley reported Mike McHugh was reappointed and there is no time limit for serving.
ADJOURNMENT
Chairman Worley made a motion to adjourn. Supervisor Myers seconded the motion. Motion carried. Meeting adjourned.
