Regular Meeting
February 14, 2005
Chairman Daniel Worley called meeting to order and led everyone present in the Pledge of Allegiance to the Flag.
Present: Chairman Daniel Worley, Vice-Chairman Larry Dost and Supervisor Elwood Myers
APPROVAL OF MINUTES AND TREASURER'S REPORT
Chairman Dan Worley made a motion to approve the minutes from the Jan. 3, 2005 Reorganization meeting and the treasurer's report of January 31, 2005. Supervisor Woody Myers seconded the motion. Motion approved.
VISITOR
Randy Lory from York Springs Fire Company attended the meeting to present the supervisors with a copy of the Activity Report from the fire company for the year 2004 and also with copies of the contract for the fire company and ambulance corps for 2005. Vice-Chairman Larry Dost stated the supervisors had a tour of the new equipment and he praised the fire company for their fire protection efforts and cooperation they have given Latimore Township over the years.
Randy also asked the supervisors to sign the changes to the box alarm report requested by County.
COMMITTEE REPORTS
The Park report is on file in the Township office.
Gary Baker reported Crime Stopper signs will soon be erected in the township and there have been some incidents in Lake Meade involving kids taking cars for a "joy ride". He reported the kids were caught. He asked if the township would consider adopting a Curfew Ordinance. It was suggested that the curfew should only be for Lake Meade because that's where the problem is. Gary stated if you do that, then we could start having the same problems in the rest of the township. Kay King stated the curfew should be for the entire township, because there have been problems around her area and also at the Park.
Chairman Worley reported Reading is in the process of drawing up an ordinance and they are going to give us a copy when adopted.
Mike Brandt wanted to know what times the curfew would be in effect and if the working kids would be exempt.
After further discussion, the supervisors suggested tabling this until such time as they can look into this in more detail and a copy of the Reading ordinance is available.
Everett Weiser suggested the police check for speeders on Town Hill Road.
Chairman Worley reported the road crew has been installing new posts and reflectors, correcting water problems on roads and locating the underground wires on County Line Road.
ENGINEER REPORT - None
PLANNING COMMISSION
Ogburn/Seifert Subdivision Plan - Vice-Chairman Dost made a motion to approve the plan as submitted. Supervisor Myers seconded the motion. Chairman Worley abstained from the vote because this property is close to his property. Motion approved.
SOLICITOR REPORT - None
OLD BUSINESS - None
NEW BUSINESS
1. Appoint alternate to York Area Tax Bureau - Supervisor Myers made a motion to appoint Chairman Dan Worley as the alternate. Vice-Chairman Dost seconded the motion. Motion approved.
2. Reappoint Warren Beck to Lake Meade Municipal Authority - Chairman Worley made a motion to reappoint Warren Beck to Lake Meade Municipal Authority Board. Vice-Chairman Dost seconded the motion. Motion approved.
3. Resolution 2005-001 Requirements for new driveways - Chairman Worley read the resolution to those present, which requires a 15 to 18" drain pipe to be installed in driveways where there is a water problem. Mr. Williams wanted to know how far back off the road the pipe has to be and Chairman Worley stated each one will have to be taken on an individual basis and it will be up to the discretion of the Roadmaster. Chairman Worley made a motion to adopt Resolution 2005-001. Supervisor Myers seconded the motion. Motion approved.
4. Motion to reappoint Sam Giardullo, Chairman Park Board - Chairman Dan Worley made a motion to reappoint Sam Giardullo Chairman Park Board. Supervisor Elwood Myers seconded the motion. Motion approved.
5. Appoint Zoning Hearing Board member - Chairman Worley stated this was missed on the reorganization agenda and needs to be done. He made a motion to appoint Steve Gotwols to the Zoning Hearing Board retroactive to January, 2005. His term would expire in January, 2008. Supervisor Myers seconded the motion. Motion approved.
BILLS LIST
Vice-Chairman Dost made a motion to approve the bills list as submitted. Supervisor Myers seconded the motion. Motion approved.
PUBLIC COMMENT
Everett Weiser suggested retiling Bushey School Road near Mary Prossers' place.
Bill Enyeart wanted to know when the township was going to do work on Hollow Road. Chairman Worley stated the township hopes to get grant money from the Adams County Conservation District to do work on Hollow Road. As soon as the application is available it will be filled out and submitted.
Kay King reported Ridge Road, Quaker Church Road and Baltimore Road are breaking up and need attention.
Holly Fletcher wanted to know if the resolution just passed was for only new driveways and she was told new driveways and replacing existing driveways. She also stated the pipes on Ridge Road need to be replaced.
Mike Brandt reported at his mailbox the shoulders are soft and road breaking up.
Mr. Weiser reported the drainpipes on Baltimore and Bushey School roads need to be opened and replaced.
He also stated the drains on Bonners Hill and Ridge roads need to be kept open at both ends.

Chairman Dan Worley made a motion to adjourn. Supervisor Woody Myers seconded the motion. Motion carried. Meeting adjourned.
