"The planning commission does indeed have difficult tasks. It is expected to oversee the growth and development of the community and to insure that the community's infrastructure is prepared for any growth and development that may occur. It must advise the governing body on matters relating to planning and community facility needs. It is obligated to prepare amendments to planning and planning related ordinances if such become necessary. It must bear the responsibility of advising the governing body on the action that should be taken on subdivision proposals and development plans, and it can be responsible for a variety of other activities as are specified in the MPC. The responsibilities are considerable, the consequences are important, and the tangible rewards for providing such voluntary service are usually difficult to discern. However, thousands of individuals are willingly providing their time and services to serve in such a capacity. They are helping to shape their environment and helping to direct the course of community thinking."

Richard H. Lee (Dick) is the Vice-Chairman of the Latimore Township Planning Commission. He has been a member of the Commission since 1989.
     Dick and his wife Pat own and operate Highfield Hollow Farm where they raise sheep and have a small apiary. They have been residents of Latimore Township since 1972. They have two daughters, Amanda and Jacqueline.
     In addition to the Planning Commission, Dick is a member of Monaghan Presbyterian Church in Dillsburg where he teaches Sunday school, and chairs a committee to oversee the construction of a new church. Other community service includes election to the Council of the Central Pennsylvania Chapter of the American Society of Public Administration.
     Dick has nearly 30 years experience with the Commonwealth of Pennsylvania. He currently holds the position of Deputy Secretary for Quality Assurance for the Pennsylvania Department of Health. In that capacity he is responsible for inspecting and licensing health care providers including: hospitals, nursing homes, managed care entities abortion clinics, drug and alcohol clinics, home health centers and hospice services.
     He also served for three and a half years as Director of Government Services for ZA Consulting, a nationally focused consulting company. While at ZA Consulting Dick specialized in Medicaid regulatory consulting. One of his most visible projects was to assist county nursing homes reduce beds and replace the beds with home and community based services. Dick also assisted several states develop innovative funding systems.
     Dick has a BA in Economics from Indiana University of Pennsylvania and a Masters of Public Administration from the Pennsylvania State University.
     In his limited leisure time Dick is an active carver and woodworker. He also owns and restores antique tractors and automobiles.
